Missouri Chamber of Commerce Offers New Healthcare Coverage

Businesses with 50 or more full-time employees are required to offer health care coverage to employees. This is known as the employer mandate.

Small businesses, or those with 2-50 full-time employees, are not required to offer health care coverage to employees. For the ones who want to offer it, however, it can be difficult to offer affordable health care options to employees, or health care plans with enough benefits. The Missouri Chamber of Commerce and Industry joined forces with the Missouri Chamber Federation to offer the Chamber Benefit Plan. The two groups rolled out a beta version of their health insurance plan in 2017, and that plan is now available to small businesses statewide.

The Missouri Benefit Plan is available to employees whose business has 2-50 employees and is a member of the Missouri Chamber of Commerce or any local chamber of commerce that belongs to the Missouri Chamber Federation. The plan is self-funded and built on the multiple employer welfare arrangement model, according to the Missouri Chamber website. That means small business employers can join together and make up a larger pool.

Employees eligible for the Missouri Benefit Plan need to contact a broker to enroll in the plan and enroll in the open enrollment period of November 1 through December 15 of any year. Enrollment changes can be made at the time of a qualifying life event, even if that event takes place during the other 10.5 months of the year.

The Missouri General Assembly passed a new bill in 2019 that allows health care plan brokers and providers to market multiple employer welfare arrangement plans such as the Missouri Benefit Plan to the public. Up until the bill was signed into law by Gov. Mike Parson in July, this was illegal.
